Open Culture (OC) is the concept that ideas and knowledge should be shared, developed and enriched in an "open" and "collaborative" manner, free from restrictive copyright laws.
Copyright holders who agree with the concept of "open culture" generally use Creative Commons licenses to make their resources available to the public. These licenses allow copyright holders to decide for themselves who can share, reuse and build upon their creative works.
